Joyce Sacco is an administrator with over 25 years experience working in government and non-profit management.  Ms. Sacco is passionate about all the issues that lead to homelessness, the shortage of safe, decent and affordable homes as well as jobs at a livable wage.  

As the director of the Ridge Avenue Men Homeless Shelter in Philadelphia for seven years, a 200-bed homeless program, she pioneered providing comprehensive social services: employment, mental health and substance abuse. Ms. Sacco managed the Employment Initiatives at Project HOME, launching the Restroom Attendant program and Free Library Café.  She participated in developing the 10-year plan to End Homelessness for the City of Philadelphia, working collaboratively with government, non-profits and consumers.

In New York City Ms. Sacco ran the Compassionate Release Program at the Department of Corrections, as well as working with other health issues in the city jail system. Early in her career she worked for a US Representative in Washington, DC and helped manage and organize Congressional Hearings. Ms. Sacco earned her BA from Northeastern University and her MA in Public Administration from the University of Massachusetts.
