Cynthia Witman Daley
Cindy is the Policy Director for the Housing Alliance of Pennsylvania, a statewide membership organization which advocates for homes within reach of all Pennsylvanians, especially those with low incomes. The Housing Alliance also works for policy changes to improve communities and reclaim blighted properties.
Since 2004, the Housing Alliance has successfully advocated for legislation to eliminate the redemption period for vacant properties, allow bulk sales of tax delinquent properties, provide specific procedures for the donation of tax delinquent properties to local government in exchange for tax forgiveness, and establish a statutory conservatorship (receivership) process for abandoned buildings. Currently on its legislative agenda are enabling legislation for land banks, reform of the tax sale process, allowing long-term property residents to claim title to their properties after 10 years instead of the current 21, and establishing a state housing trust fund.
Prior to joining the Housing Alliance’s staff in 2004, Cindy worked with Regional Housing Legal Services for 17 years. At RHLS she represented community development organizations in the development of affordable homes. Cindy also provided support to legal services programs throughout Pennsylvania on issues related to low income housing, including landlord tenant matters and foreclosuresCindy received a B.A. from George Washington University and a J.D. from Temple University School of Law.
