Testimony of the Housing Alliance of Pennsylvania on Senate Bill 1291
A transcript of testimony by Housing Alliance Executive Director Elizabeth Hersh in support of the proposed Neighborhood Blight Reclamation and Revitalization Act, SB 1291.
The testimony was delivered June 17, 2008 at a public hearing of the PA Senate Urban Affairs and Housing Committee, chaired by Sen. John Pippy (R-37).
The Neighborhood Blight Reclamation and Revitalization Act, Senate Bill 1291, is sponsored by Sen. James Rhoades (R-29). It would expedite the process of prosecuting owners of blighted properties and give municipalities the authority to go after the financial assets of negligent owners. The bill would clarify the identity of property owners and hold them responsible for the municipal costs to secure, remediate or demolish blighted structures.
The bill is part of a legislative package introduced earlier this year by Senator Rhoades, Senator Pippy and other legislators aimed at helping municipalities prevent blight and remediate abandoned properties.
