Providing Stability for Manufactured Housing Residents

Manufactured housing is a high-quality, affordable choice for many homeowners and as such can play an important role in a community's continuum of affordable housing options. Half a million Pennsylvanians live in manufactured homes, mostly in manufactured housing communities. There are approximately 1,800 manufactured housing communities in the state. In some counties manufactured housing comprises 15% - 20% of the housing stock. In many rural counties, there are few alternatives for low- and moderate-income residents.
 
Residents in manufactured housing communities (mobile home parks), however, are in a unique situation in terms of their housing tenure. While most own their homes, they rent the land on which the home is situated. They are homeowners, but without the stability of homeownership, being subject to rent increases, changes in community rules, and in some instances being forced to relocate their homes when the community closes. 

Pennsylvania needs policies that provide fair protections to residents of manufactured communities while at the same time supporting a healthy manufactured housing industry.

Housing Alliance Testimony on HB 1201 - Amendment to Mobile Home Park Rights Act

The Housing Alliance testified before the PA House Urban Affairs Committee on HB 1201, which would amend the Mobile Home Park Rights Act to provide for written disclosures prior to sale or rental of mobile home lots. In this December 2009 testimony, the Housing Alliance supports the goals and concept of HB 1201, but also suggests several changes to the bill, and offers to work with the industry on necessary amendments and a more comprehensive approach.

Housing Alliance Testimony on HB 1673 - Mobile Home Park Rights Act

The PA House Urban Affairs Committee held a hearing on HB 1673, the Mobile Home Park Rights Act, on September 3, 2008. Housing Alliance Policy Director Cynthia Daley testified on the need for stronger protections for owners of manufactured housing.

Manufactured housing makes up 5% of PA's stock. It is mostly rural - offering 18% - 22% of the total units in Greene, Tioga, Bradford, Forest and Fulton counties.
